This is probably an incredibly stupid question but when Americans use the phrase People of Colour does it specifically mean of African origin, or does it mean not Anglo/European?

Wiki has stuff to say on the subject but also says you can go either way which isn't exactly helpful. I'm curious to know where Spanish, Japanese, Chinese etc. fall.

It generally means anyone non-Caucasian.
