Effective teachers have a gift for noticing—what one researcher calls “withitness.” Teaching should be open to anyone with a pulse and a college degree—and teachers should be judged after they have started their jobs, not before.

I would actually dispute that 'teaching should be open to anyone with a pulse and a college degree'. (My emphasis)

When I did my teaching Grad. Dip, there were an alarming amount of people that were just going into teaching as 'a back up'. This isn't a great reason to go into what is a pretty demanding job. (heck, how many people go into the police force or medicine, for example, as 'a back up') The best teachers I've met are people who wanted to become teachers as their first choice - a lot of the 'back up' teachers I've met have either cracked because it wasn't as easy as they thought it would be or nicked off they moment a job in their first choice career has come up, both situations which is bad for schools in general.

Also, what kind of degree are you talking about? Just possessing a degree does not automatically make a person a decent teacher. Take Drhoz, for example. He admits himself, that while he is very knowledgeable in the area in received his uni degree (marine bio), he would make an utter crap science teacher. He just doesn't have the 'knack' (or the 'withitdness' either!)
